NPDES and Air Permits for Ready Mix

TDEC has just released a New Industrial Stormwater General Permit along with a new air permit for Large Ready Mix Batch Plants. 

Please be aware that the Industrial Stormwater permit does NOT apply to ready mix batch plants - ready mix has had our own general NPDES permit for many years and nothing has changed there. The Ready MIx General NPDES permit is re-issued every five years, with the last permit being issued in 2022. As long as you are covered at all batch plants under the current (2022) NPDES permit you do not need to take any action with regard to the Industrial Stormwater permit. 

The Air Quality General Permit for Large Concrete Batch Plants is only required if your batch plant(s) meets the following requirements:

  • This general permit is for concrete batch plants that have less than a total of 79.9 tons per year of emissions.

  • To meet this criterion:

    • Controlled loadout production can’t exceed 2,600,000 cubic yards per year. (Generally speaking, if you have a bag house system for your cement and SCM silos you would be considered to have Controlled Loadout Production)

    • Uncontrolled loadout production can’t exceed 450,000 cubic yards per year.

  • Given these criterion nearly all concrete batch plants in Tennessee will NOT have to apply for coverage as a large batch plant.
